Tungsram always was imaginative to simplify their production process. Since the ECH4 and the ECH21 have equal characteristics, the simply put the ECH21 structure into the old-style side-contact bulb to make a modernized ECH4.
As the ECH21 structure already has a metal shield around, no metallized coating at the glass bulb was required any more.
