This is a ballast tube (baretter or resistance lamp) designed to be placed in series with a circuit to maintain a constant current. This tube is listed on page 48 of "The Story of Electronic Development at the General Electric Company". Dated Dec 10th, 1930. The tube is also listed in the 1945 General Electric Ballast Tube catalog No ETI-194.
