Heereseigentum does not mean military stuff. It was for use in the army somewhere, e.g. in the barracks, in a mess or in an office etc.

It was marked as being property of the army. Not as military material. Same markings are seen on furniture or craftmans tools.  hats all.

Same with British Army too. Stuff today might even have an "asset" tag. Even a kettle or an office stapler. Lots of stuff is bought that is not a Military version. Though sometimes they might pay sillly prices, but that's another story.
