Manual step attenuators.
The attenuator sections are miniature tantalum nitride thin-film T-pads on sapphire and alumina substrates.HP 8494A 0 - 11 dB, 1 dB steps.
HP 8495A 0 - 70 dB, 10 dB steps.HP 11716A interconnection kit allows the 8494A and 8495A attenuators to be cascaded as shown in the photos to achieve greater range in 1 dB steps.

Max residual attenuation 0.6 dB + 0.09 dB/GHz (8494A), 0.4 dB + 0.07 dB/GHz (8495A).
