The purpose of the shield on the 25AC5 tube is probably to help dissipate the heat from the tube and prevent it from causing burn marks on the paper back. The shield does not have provision for grounding to the radio chassis.
The similar Majestic model 7TU11 appears to be an update of this model put into production after WW2.
The cabinet design of the 7T11 is based on the Majestic model 651 design by Norman Bel Geddes & Co.
