Q meter. Has controls for waveband, frequency, Q, capacitance (with vernier), set rf, set v v, mains on. Terminals on the side are for connecting the coil under test, which is rested on the little shelf under the terminals. The set is rested on it's back, at an angle, in use. Meters show the rf level and possibly coil current.
Wavebands: 100-220KHz, 220-500KHz, 500-1100KHz, 1.1-2.5MHz, 2.5-5.5MHz, 5.5-13MHz, 13-30MHz.
