My apologies - the instruction manual does indeed mention Frequentie-ijking by means of the electronenstraal-indicator. However, this does not make the instrument a Schwebungssummer

What is a Schwebungssummer? I presume this is a German word but dict.tu-chemnitz.de can only tell me that Schwebung is a frequency-beat.
The GM2308 should be called a Toongenerator or Signal Generator, not Schwebungssummer. A signal generator does not itself generate 'tone beats' it provides one of the tones from which another equipment can generate beat-notes.
I see from the onderwijs manual posted here that the manufacturer calls it simply Philips Toongenerator GM2308 and nowhere mentions Schwebungs
