This is either a measuring resistance, sometimes called measuring box or a resistance decade with brass and plugs.
Assuming the engraving "Beethoven Electric Equipment" is original (and hasn't been added later on), the earliest possible date for this model is 1938, when Beethoven Radio Ltd. changed their name accordingly.
