This is a wavemeter and Kolster decremeter that was used to check and calibrate early wireless spark transmitters. The wavemeter checks the transmitter frequency and the decremeter checks the quality of the transmitted signal. At the time, a spark transmitters decrement (e.g. how rapidly the spark energy dissipates between sparks), was regulated to avoid generating interference with other transmitters. This device was often carried on-board ships by wireless inspectors to test the ships spark transmitters.
